Are Traits 1,2,3 benefits cumulative?

If a GuardMouse has the Tall trait at level 3 does he only get the ability to reroll cowards once per session (the Tall 3 ability) or does he also add +1 D to all tests that use that trait (the Tall 2 ability), as well as adding an additional +1 D once per session to a test that uses that trait (the Tall 1 ability)

I wondered this too given that Trait 2 benefit seems better is some ways that Trait 3. However, on a close reading I am pretty sure its not, especially given that Traits 1 and 2 seem mutually exclusive.
