Can and how do you increase a Trait?

I’ve been scouring the book but can’t find any information either way… A reference page number would be useful.

Its in the Winter section under the seasons. That is done at the last part of the year when all the mice gather together in lockhaven. The scene is really cool and a lot of fun. I don’t know the page number off hand but its labeled The winter session.
