So, if I don’t make for two mission any weather twist the season remain the same and I don’t have to mark the dots?
And when I have to decide the weather at the beginning of a mission?

Correct. You, as the GM, advance the seasons by using weather twists. If you don’t use any weather twists, the season remains the same.
Setting the weather for a mission does not advance the season.
