Question regarding hesitation & traits that reduce it

Howdy,

There are traits that reduce hesitation. Today I came across a situation where a characters base hesitation is 7. They have traits Unflinching, -4 to hesitation, and Fearless, -3 to hesitation. So, 7-7=0. Does the zero stick unless modifiers change it, or does it get set to 1 or what?
