As far as the rest of your post goes, yeah, I think you’ve got the idea. Each mouse can spend a check to advance the story with the rest of the patrol helping. I just wanted to reiterate that the tests gained via spending checks need to be appropriate tests, as this thread’s topic has been about that point.
