Is this cumulative? Do you get +1 to circles for every 50 rps of every property and relationships, or just the first 50?
Elves get +1/50 rps spent. Everyone else just gets it once. 
Seriously though, it’s just a one time bonus. But if you have more to spend you can always boost circles with reps and affiliations.
