In the Dungeoneer’s handbook, Aetherial Premonition’s factors have the difficulty increasing as the Camp Type gets less dangerous; so, like using it in a dangerous underground camp is half as hard as using it in a typical underground camp. Is that on purpose?

The factors are correct. Think of it this way: In a typical camp, you need to craft the premonition to discount false positives like squirrels and birds and whatnot, while still giving warning of actual dangers. In a dangerous camp, anything likely to trigger the premonition will be something dangerous.
