So, for one of the FoN in the game I’m running, I want her to have two semi-uplifted tigers that follow her everywhere she goes.

I don’t really think these are full characters- I’ll be burning them with the Alien Life Form burner, after all- should I buy them as subordinate characters for 2 pts each, or buy them with resources?

I’d call them tech, personally.

Sounds like tech to me. You can use the ALF burner, but is primarily designed for building Vaylen hosts. If you do that, pay for a relationship.
