Bright Mark - when does it flare?

As I have not yet read the comics, they are on order of course, I had a question regarding the Bright Mark.

BE states that:

A connection may only be offered when the two characters are
physically in the same scene together. It requires no overt action from
the psychologist.

So does the Bright Mark flare when making a Connection? Or only during: Transferance, Reading, Locking, Sensing, and the other more forceful projections of power?

Technically, anything under Psychology as a Skill may be used without flaring the Bright Mark and anything A Psychologist’s Powers will activate the Mark. However, we generally allowed Connections to be established without firing the Mark.
