when fighting two opponents with, let’s say, a reflex of 6, must i target the same opponent for both actions in volley 1, or can i go back and forth and target a different opponent for each individual action?

You can target any opponent with which you are currently Engaged. If you’ve been Engaged by two opponents, you can switch between them as you desire.
