So, Weather Watcher is used to change the weather as the PC likes. Spring, Summer, and Winter all have a weather category that is basically “fair weather“ (Clear and Warm, Warm and Humid, and Clear and Cold, respectively) that impose no penalties. However, I notice that Fall does not have such a category, except for “unseasonably warm”, which requires extra successes at Weather Warcher to obtain. Is this intentional, or an oversight? It seems a little odd that Winter would have more “nice” weather than Fall, especially since in my experience in the Northeast (which it seems like the territories are imitating) is that Fall is one of the most pleasant of seasons.
