Effects of hesitation

Here are some questions:

a) Can a unit (person/ship/whatever 20% is) that has hesitated (not just for a volley, really hesitated) be the target of shot opportunities?
b) How about if they’ve already been rallied once?
c) And if all of one side is hesitated out of the fight, does that side lose immediately?
d) What if some or all of them are only hesitating for a volley?
e) Are hesitating characters assumed to travel with the rest of the group during an Advance, Withdraw, etc?

a) Sure, why not?
b) You mean if they’re out of the fight completely with no hope of coming back? Then I’d say no. They’ve run off.
c) Sure.
e) Yes.
