Should NPCs ever have artha to spend? If so, how do you choose how much to give them?
Your big NPCs, yes, but not every NPC that interaction with the character.
How much? Generally Two Fate, One Persona or if really high powered Three Fate, Two Persona. I believe it says somewhere NPCs should never have Deeds points
