Can Hesitation ever be zero?
example:
Dr. Nym, psychologist extraordinare, has a Will of 7 and the Fearless trait. Does this mean he has a Hesitation of:
10-7=3-3=0
or
10-7=3 -3 = 1, the minimum
thanks.
Hestitation may be reduced to zero.
Steel tests may suffer obstacle penalties like any other test.

all joking aside, having a moment to look this up, it appears that, sure your hesitation could theoretically go into the negatives. It’d be nice for that extra resistance to Psychologist’s lock penalties and such shudder
I’d bet that you ignore anything below a zero.
