For passive service, it’s probably a resource cycle. This would be appropriate if you just wanted a servant, or to hire a bodyguard to make you look big while you went about your daily business, or to hire a mercenary company to guard your city in peacetime. For more active endeavors, you hire them for the duration of the campaign or emergency, probably.
