Mission of Mercy

Hi, in the Mission of Mercy mission of the New Rules extension I have found myself in the following situation, in the adventure, after the journey conflict, the game suggests compromises that seem more severe for the patrol if they win the conflict, for example: If the patrol is defeated with a major compromise, they suggest you interpose an obstacle between them and Lockhaven, on the other hand if the patrol is victorious with a major compromise, the suggestion is to split the patrol and introduce the Darkheather and the Owl twists, which seems to be more harsh. Does anyone know why? Is it a mistake in the book?

Another question is this: Can you combine Turns and Conditions as part of a compromise, or do you have to choose between giving the patrol conditions or introducing new twists?
