Relationship questions

Just a couple of Relationship questions that I’d like clarification on.

  1. The book clearly states that Relationships in the GM’s camp start with Artha. Does this also extend to Relationships in the player’s camp?

  2. PCs start out knowing each other. Do the GMs FoNs have to pay to have Relationships with each other or do they start out knowing each other for free as well?
