On the bottom p. 378 it says “Multiple points may be spent to purchase more costly traits.”
Does that go the other way?
For instance, say an item has 2Tt and another has 3Tt and I’m playing on a high index world. Does that cost me 1 resource point? Or 2?
I can see an argument for each side. It costs 2 because they’re different items. On the other hand, that sort of encourages you to max out your item stat, so instead of having that device incur a +2Ob to someone for 3Tt, you may as well bump it up to +4Ob for 5Tt so you’re not wasting those leftover technology trait points.
