Resources obstacle example question.

I was looking on pg 396 where Chris’s Character is trying to build a device that makes hin +1 ob to read. It states it costs three tech points.

When I look at the Device Obstacle section on page 387, it shows that it would only cost 2 pts (1 pt puts the obstacle). Am I looking at the wrong section for how this was generatated?

Is this an Advanaged Skill trait on page 386 instead?

I’m betting the GM slapped a “More Powerful” modifier or a “Pain in the Ass Penalty” on it.
